The Business Case, for introducing new or revised attendance schemes and rosters, sets out the design process applied for arriving at a solution that delivers the most cost effective organisational structure and operational arrangements to meet the needs of the business.  The document represents the link between the fact-finding and review processes and the determination of the roster options and their cost implications.

Typically the case sets out:

background to the exercise
main change drivers identified
design criteria applied
key success factors including the comparative cost and human resource implications of the options

The document will also inform:

on the scope for any interim or transitional solutions
an implementation strategy for their introduction
necessary senior management structure, when required,  to direct and control the operation / contract
